Chapter One: Introduction
1.1 Background of the Study
Public healthcare delivery is a critical area of governance in Nigeria, and the Constitution provides for the right to adequate healthcare services for all citizens (Jibrin & Uba, 2023). However, in many local government areas like Katsina LGA, the realization of this constitutional right is often hampered by inadequate funding, infrastructure deficits, and poor governance. This study aims to appraise the impact of constitutional law on public healthcare delivery in Katsina LGA, examining the extent to which constitutional provisions have been effective in improving healthcare services at the local level.
1.2 Statement of the Problem
Despite constitutional provisions for the right to healthcare, public healthcare services in Katsina LGA often suffer from issues such as poor infrastructure, lack of medical personnel, and inadequate funding. These challenges undermine the delivery of quality healthcare to the population. This study will explore the relationship between constitutional law and the effectiveness of public healthcare delivery in Katsina, identifying barriers and recommending solutions.

To assess the impact of constitutional law on public healthcare delivery in Katsina LGA.

1.5 Research Hypothesis
H₁: Constitutional law has had a limited impact on improving public healthcare delivery in Katsina due to funding and infrastructural constraints.
H₂: The lack of adequate government prioritization and political will limits the effectiveness of constitutional healthcare provisions in Katsina.
H₃: Strengthening healthcare governance and increasing investment in healthcare infrastructure will improve the delivery of public healthcare services in Katsina.

This study will provide an in-depth understanding of the role of constitutional law in public healthcare delivery at the local government level. The findings will be useful for healthcare policymakers, government officials, and civil society organizations working to improve public healthcare services in Nigeria.
1.7 Scope and Limitations of the Study
The study will focus on Katsina LGA, Katsina State, and evaluate the implementation of constitutional healthcare provisions in the region. Limitations include the potential lack of comprehensive data on healthcare delivery in the area and challenges in accessing relevant government health officials.
1.8 Operational Definition of Terms
Constitutional Law: The body of legal principles derived from the Nigerian Constitution that guarantee citizens' rights, including the right to healthcare.
Public Healthcare Delivery: The provision of healthcare services to the public by government bodies, including hospitals, clinics, and health programs.
Healthcare Infrastructure: The physical and organizational structures needed for the effective delivery of healthcare services, including medical facilities and equipment.
